Build/allow the gadget on MyYahoo. MyYahoo is comparable to iGoogle (even though fewer gadgets available). I've been successful in getting a fair number of iGoogle RSS feeds/gadgets to MyYahoo and hope to use it in place of iGoogle.

I agree that putting the functionality of the iGoogle US Weather Radar gadget on a web page of its own would work well. I'm not sure the developer would want to maintain that, but seems like a good way to draw traffic to the developer's own site. But, for folks looking to replace iGoogle and not just this weather gadget, the more popular iGoogle-like services allow pasting web code or adding widgets or gadgets developed for their sites.
