Filter weather badge notifications by significant change
Rather than just choosing notifications every hour or no notifications, have a choice to only notify if there is a significant change to the weather - I don't need to be told the third hour in a row that it is clear and the temperature changed by a normal hourly amount, but if there is a sudden change in the weather that might matter.

It could be related to a change in percentage larger than a specified amount or a change of the summary from clear to rain?
Is that what you think of? Which parameters could be relevant? Should not be too many of course. Maybe also the change parameter could be read out.

I was thinking of a change of the summary or a greater than 2 standard deviation change in apparentTemperature, precipitation (not sure if intensity or probability is the better measure), visibility, or windSpeed. (City dwellers might want to add ozone to that list)
I'm not sure how nearestStormDistance behaves, but I would guess the appearance of a storm where none was before, or a sudden change in speed or direction would be relevant. Whether the storm is going to hit you is probably more relevant, but bearing and distance won't tell you that...
